This happens because, either a stuck ball in the lock is not falling out of the way and not releasing the shackle or the tail end of the cylinder has broke. there are a couple things to try and get the shackle to release --- first, spray some lubrication into the top of the lock around the shackle area and also in the key hole,, let this sit for a few minutes and try the key again. if it still will not unlock - try to turn the key AND at the same time smack the side of the lock with a hammer and see if you can get the shackle to free itself that way. since you will not know what side is which -- try to hit the lock from both sides ( make sure you hold the key in the unlock position while smacking it ). also -- with the key turned, kinda push in and pull out WITH great force the shackle and see if this frees it up. if none of these tricks work you are going to have to grind off with a grinder.
