Water continues to fill machine,i can have it turned off and unpluged and water continues to fill machine,its a older kenmore,top loader

This is caused by a bad/stuck open mixer valve. remove and replace the valve with a new one and that will fix your problem. the valve is the one where the two hoses go into the washer -- remove the back panel of the machine,the vavle is held in place by one small screw. take note what wires are going to the hot valve and what wires are going to the cold side. this will fix your problem.
you can buy a new mixer from your local Kenmore appliance repair shop.
