Possible your not getting a call for the heat either a bad thermostat or control wire... at the unit take a jumper wire and jump the terminal labeled "r" and the terminal labeled "w" these are your power and your heat circuit see if this brings the heater on ...if it does then you have a bad control problem either with the thermostat or one of the wires going to the thermostat... if this does nothing then you may have a bad gas valve not opening the second stage post again with any questions.... good luck

Open following links for pilot and troubleshooting resources:
Problem could be bad thermocouple, thermocouple not sitting in pilot flame, pilot orifice needs to be cleaned, water heater needs more air, dirty air intake, hot attic environment, backdraft blowing out pilot, or bad gas control valve.
If you get flame, then ECO is not tripped.

Most gas water heater problems can be solved by having service technician perform yearly maintenance. Or by doing maintenance yourself.
This maintenance includes cleaning burner parts and combustion chamber, checking gas pressure and supply, bleeding air out of gas line, checking vent draft, making sure air supply is adequate and not exposed to chemicals, cleaning air intake. Also adjusting flame sensor so it is positioned correctly. If water heater is connected to electric circuit, the outlet must have correct polarity.

You can get gas to appliance indicates the gas control valve and water heater are not locked out. But the gas control valve thermostat can still be bad.

Heater won't stay lit after releasing the pilot button

The most likely cause would be a weak or broken pilot generator, also referred to as a thermocouple. It is the 'stick' next to the pilot head with a metal braided wire that separates into a white and red wire at the gas valve. Replacing it should allow the heater to start working properly.

Pilot will light after 30 seconds when you try to move knob to on position the pilot goes out and heater won't ignite.

You need to replace the thermocouple.
When you light the pilot it is supose to heat the thermocouple.
the thermocouple produces a small electric current which allows the gas valve to open and keep the pilot going. and allowing the main burner to come on.
