Hi, The only way for that is to contact dell support. you're gonna need help from a level 2 tech from austin as they're the only one who has the master password for that.

The BIOS setup password is stored in NVRAM and can only be accessed with that password. On the bottom of the laptop there is a Service Tag number. This is a common problem for all laptops.
The issues you're experiencing all point towards a bad motherboard.
There is very little that you can do yourself other than trying to boot the computer with no battery and reseating the memory.
Try these two options first, write back, and then we'll proceed from there.
