Question about Dell Inspiron 4100 Notebook
There's a possibility for the keyboard under they keyboard you see to be broken. Try pressing them really hard, and in between.
If they still do not respond, contact your manufacturer and send it in for repairs.
You could also buy a USB keyboard and use it with your laptop, but i am sure it won't be easy to transfer the whole thing.
