We purchased Westek photo cells for our 60 watt outdoor lighting for dusk to dawn. We have them installed tonight with the plastic cover with the smallest center hole in it. They just keep going on and off continuously.

It sounds like you are getting feedback from the lights.
Timer has a photocell, and when it hets dark, the timer turns ON.
But the lights are causing photocell to think it's dawn, so timer turns OFF.
Moment later, photocell thinks it's dark, so lights turn ON again.
And your lights blink on-off.
Passing cars lights can cause timer to do same thing.

To test timer, put black tape over photoeye.
If lights still blink afterward, then timer is defective.

To solve problem, put obstruction between lights and photocell, or tun photocell toward dark area.

1) Buy twist-lock photo control:

2) Spray bit of WD40 on twist-lock blades before installing new photo eye, and then rotate back and forth a bit to make sure there is electrical contact.
Test by placing black tape over photo eye.

Can I use outdoor timer indoors.Its a dusk to dawn timer but no lights will be on

If outdoor timer is programmable, and does not turn ON automatically at dusk, then timer can be used indoors.
If outdoor timer is activated by photo eye, and turns ON automatically at dusk, then it cannot be used indoors, because the timer turns ON when it senses darkness.

I have a tork 651a . that only works at knight and its a photo cell,go figure....can you help???????????????

Tork 651 timer is dawn-dusk that automatically turns on at dusk.
Open following link to identify timer and download instructions:

If you want ordinary 24-hour on-off timer for outdoors, instead of dawn-dusk timer, then select Tork 611A or Tork 601, or Tork 611 timer shown on same link above.

Lights turn off at night and on during the day eventhough we keep the switch activated 24 hr.

It sounds like you have a dawn to dusk photo cell instead of a dusk to dawn. Would need to be replaced.

A number of folks are writing in about dusk-dawn-timers flashing.
The manufacturer suggests turning photo-eye away from all lighting when installing timer.
Always aim photoeye toward dark region of yard.
I would unplug the timer and let it reset.
Try timer again, turned away from lights so there is no feedback.
Put black tape over photeye and see what happens.
If timer still doesn't work, then timer is defective.

Maybe photoeye circuit was overwhelmed by intense light converted to electrical input.
I test timers, and 4-6% arrive defective, and most last just a season or two, and then you buy another, but the price is affordable.

Local Home Depot sells the GE 15107 outdoor yard stake or wall mount.
I bought one tonight for testing.
It has no photo eye
It has a dial timer where you set exact on-off times by moving plastic segments on dial perimeter.
For example set timer for ON at 5:30 and OFF at 6:00 am depending on your latitude north or south.

Use dial to set 4 possible options:
Off = always OFF
ON - always ON
Dusk-Dawn = ON at dusk, OFF at dawn
2,4,6,8 hours = ON at dusk, lights OFF 2,4,6,8 hours later

Describe your Intermatic K4221C Photo Cell Control

It may be your location for the photo cell. There is a cover on the cell in most cases that slides up and down to let in light. Or you may try turning it in a little different direction to get more light.
