SOURCE: upper rack dishes dirty
Is it filling with enough water. Look or if you don't know how much water is supposed to be there , Just add a gallon of hot water to the machine after it fills. If this solves the problem check the filter in the fill valve or replace the valve.

Remove the lower basket so you can access the lower arm.
Does it spin freely? If not, remove and clean the rotating point. Make sure the spray nozzles are not clogged and there as no chunks of stuff inside the spray arm.

Very common problem is soap build up in these machines. Try putting it into a wash cycle with no dishes, and no soap. Let it wash for about 5 minutes, and then open the door. If you see alot of soap suds, then soap build up is the problem. Try doing a couple loads with no soap, and no dishes, and throw a cup of vinegar into the machine halfway through the wash. Repeat as necessary. This should solve your problem.
