Laser jets dont use printer heads, they're only found in inkjets. If you have a problem with the quality of the printout with your laserjet, then you may remove the toner assembly (usually accessible from the front cover) and also see the fusion assembly. The drum may be dirty so you'll need to clean it up with a soft cloth, and de-magnetize it with the corona wire (there should be a slider next to the drum, probably marked with a non-black handle, so you can easily spot it). If there are some dark spots on the printout that come up at the same place on every printout you'll need to go with the cloth cleanup approach.

After installing new ink cartridges, when printing black and white, every 4th line of text is only partially printed

Some of the black print head nozzles maybe blocked.
Inkjet printers need to be used frequently to prevent ink drying out and blocking the print head nozzles.
If the print head cleaning maintenance routine does not clear the blockages, then print head needs replacing, but it may be expensive.
It may be more cost effective to buy a later model and better printer than replace the print head.

The printer is not printing all letters clearly. I want to clean the printing heads to see if this will help.

To clean the print head from the control panel
1.
Load letter, A4, or legal unused plain white paper into the input tray.
2. Touch Setup on the display.
3. Touch Tools.
4. Touch Clean Print Head.
The HP Photosmart cleans the print head and prints a page that you can recycle or
discard.

To clean the print head from the HP Photosmart Software
1.
Load letter, A4, or legal unused plain white paper into the input tray.
2. In the HP Solution Center, click Settings, point to Print Settings, and then click
Printer Toolbox.
NOTE: You can also open the Printer Toolbox from the Print Properties dialog
box. In the Print Properties dialog box, click the Services tab, and then click
Service this device.
The Printer Toolbox appears.
3. Click the Device Services tab.
4. Click Clean the Print Head.
5. Follow the prompts until you are satisfied with the quality of the output, and then click
Done.
If print quality still seems poor after you clean the print head, try aligning the printer.
If print quality problems persist after cleaning and aligning, contact HP support.

Ive lost my owners manual, how do I run the printer heads through the cleaning process?

you can get the manual from http://h10032.www1.hp.com/ctg/Manual/bpu70241.pdf

However cleaning is usually done through the Printer Preferences menu using the printer services. You either use align print heads or clean print heads function.
