This problem denotes a possible shutdown circuit activation caused by excessive current flow from the IHVT. This might be caused by a shorted horizontal output transistor, or a shorted and or open transformer (Applies to CRT type TV). This also can denote a switching power supply shutdown circuit problem (Applies to LCD or Plasma TV). Both of these issues should be checked by a qualified TV technician.

LG 20LS7DC dows not turn on. No power light.
SOURCE: when you turn 'on' the tv...the tv continuously 'clicks'
The clicking noise is caused by the relays on the power supply board trying to power up the system. Your TV has detected a problem that's causing the power supply to shutdown. Someone knowledgeable in electronics can track down the problem. The SOURCE of the problem could be another board other the power supply.
