You have a bad Power board. Unplug your T.V. Take off the back cover. There is a silver box on the left. Disconnect all the wires coming out of that box from the other boards. (These are all labeled on the connectors) (Thanks Mitsubishi ((the only company that really does this but engineers poorly otherwise.)) After you get this mini jungle out, take the screws off that box. You're gonna see 8 capacitors. Replace those with 8 new 1000uf at the same voltage listed on them. Make sure when you do this you know which side all the negative legs go. After you replace all 8 of them in proper polarity, this issue is fixed and you saved 280 dollars.
Reconnect the wires appropriately in the spots you found em. Put the back cover on. Take 4 steps back when you plug this in so you can see what blows up, and voila, your T.V. should power right back on as if you had spend 15 dollars to fix it.

Standby light flashing

Try connecting the TV directly to a different wall outlet and check. If the issue persists, try power resetting the TV. Turn Off the TV and remove the power plug from the wall outlet for 1 minute and reconnect it and check the operation. If the issue persists, then the TV requires service.

for first unplug the main power cord of the tv for couple of minutes and then reconnect it.also before reconnecting the power cord of the tv again remove all the external device wires connected at its back such as dvd player/vcr etc etc.just connect only tv wire and check out.if still the same problem then its quite possible that the capacitors and ic on the circuit board are getting short in between so the circuit is not getting completed and cutting in between so the tv power led comes but no picture comes this case the circuit board needs to be checked with a multimeter.the faulty and burned out component part should be detected and then should be replaced with the help of soldering make it avoid further damage i suggest you that do not on the tv again and again as it will short some more tiny components and the reparing cost will increase as per present its the normal circuit short problem in the tv get it repaired before using the tv again.
also you can get new replaCEment power supply board.this clears the problem completely.
you can get the required board and components at ----- -------- or from ------ ----
if you are not familiar with doing this you can get it done by local tv repair technician familiar with this model tv.
This will help. Thanks please keep updated.please do rate the solution positively .thank you for using fixya.

Toshiba 62hm195 repair issues

This may sound obvious but did you check to make sure that your lamp access door is properly secured? The set will not power up if the door does not contact the micro switch. Also double check all of your internal wire connections. You may have inadvertently forgot to reconnect a cable or not fully seated one. I know I was guilty of both errors at one time or another while I was working on mine.
