This is caused by bacteria buildup in the water lines. this is caused by NOT using the tub often enough. You need a cleaner to run through the pipes and use it on a regular basis to prevent the 'black' build up in the tub.
Check this site out - they have several different cleaners that are used to prevent the problem you are having.

Kohler whirlpool type tub will not pump water out of its jets or take water into the intake. Pump appears to operate fine. Water does not want to move. Suggestions?

When a bath pump turns on but does not move any water it is usually because there is an Air Lock and needs to be released.Try this.
  • Fill the tub with water
  • Turn the pump on
  • Unthread the discharge pump union until water starts to squirt out
  • when this happens you should hear a big 'swoosh'

if the bath pump starts to discharge water through the jets then you have solved the problem.

American standard jet bath tub black particles coming out of jets

The problem you are experiencing is common to many jetted bathtubs. It is a result of dried bathing water in the tub. There are a couple of solutions to resolve this ongoing problem.
  1. Use your tub more frequently as the water will not have time to fester in the pipes.
  2. Use a cleaning solution made for cleaning the pipes on jetted bathtubs once every three months.

You find Cleaning and Maintenance Products for jetted tubs at the following website. US Parts Center

Oil type substance is streaking down the side of the tub and apperars to be coming out of the jets any ideas how to fix it

This sounds like bacteria coming from the water lines. When was the last time you ran a cleaner through the jets?
You should run a good Jet Clean type product of Maintenance Product in order to prevent the build up of bacteria in the water lines when the bath tub is not in use.

Maxx jetted tub quit pumping water, pump motor just races.

When the bath pump runs and you get no water going through the jets in your bath Jet trim then the impeller has probably spun off the shaft of the motor. You will not know if this is the case until you take the bath pump out and remove the front cover of the bath pump and check the impeller. If this is the case it usually has to be replaced.

I have the zuma whirl pool tub. the jets go on

This is an automatic feature to dry out the pipes and prevent mold. The next time you turn on the pump after leaving these tubs for a few weeks you get lots of black **** in the water and this is what this feature prevents. Sounds like the tub is working fine :)

I know I can take a bath without turning on the jets. However; does the bath water with soap flow back into the jets? I like bubble baths, If I leave the jets off can I use the bubble bath without having...

The soapy water will fill all of the jets, tubes and the pump assembly. Will it hurt the tub if the jets are not running? The soap film will build up in the jets, tubes and pump assembly and can possibly cause damage if the tub is run at a later date. Contact the tub manufacture and see if there is a safe bubble bath you can use.

Whirlpool tub, jets come on and won't shut off. No water in tub.

Is it a jetted tub, or a air bath tub with holes or jets in the floor? If it has holes or jets in the floor, the control box is bad and needs replaced. If it is a jetted tub, there may be a water level sensor, if so the sensor may be bad causing the tub to turn on.

Whirlpool bath starts, but water doesn't jet

If that is what it needs and the pump impellor is actually working(turning) then filling the tube leading into the pump, until it take no more water, will prime the pump.
