Question about MSI Wind U100-016US Laptop
Based on the information you have provided, it seems that the issue might be due to the "Explorer.exe" System file.
This is the file which loads the Windows Explorer.
The Windows Explorer in-turn loads all the required Startup Applications.
As the Applications are loaded and the icons are not displayed, you may run the "Explorer.exe" file manually.
By doing this, all the Startup Applications should be loaded.
Steps to run the "Explorer.exe" manually:
1) Press the "Alt, Ctrl and Delete" keys simultaneously. 2) Then, check if you are able to view the "Task Manager". 3) Click on the "File" tab and select the "New Task" option. 4) In the Run command window, type "explorer.exe" and press Enter. 5) This command should execute the "Explorer.exe" System File. 6) By executing this System file, all the Desktop icons should be restored.
