Low heat means the the fuser is not reaching operating temperature. The fuser may be bad, it could also mean that your voltages from the power supply are low. But , yes it is probably the fuser. The one you replaced in 2010, should have warranty, depending on where you purchased it. If I could be of further assistance, let me know.
