Consider NOT connecting your camera to your computer.

The best way to download pictures from your camera to your computer involves removing the memory card from the camera and plugging it into a card reader (either built-in to the computer or connected via USB or FireWire). This is likely to be faster than connecting the camera to the computer, and won't run down your camera's batteries.

Once the card is plugged in, it will appear to your computer as a removable drive. You can use the operating system's drag&drop facility to copy pictures from the card to the computer's hard drive. Or you can use Nikon Transfer or any other photo cataloging program.

I cant conect in pc my web cam sony dcr hc21e handycam i have windows 7

Right, well your problem is very common, it is due to Windows 7 (I have it) not having very many drivers built-into it for cameras, and my own Sony camera driver is not in 7 either ok. So you are going to have to download your films from camera to PC with a cable called Firewire because USB cable wont work without windows drivers, firewire will.
Lets just hope your PC if it is not old has a Firewire socket at rear, as older PC wont have one.

I have a intova ic800 and I can't keep it on it goes off by it self in 1s

I had the same issue straight out of the box after buying on 'OneDay". I then connected it to my Windows 7 PC via micro usb cable, and it stayed on, a blue screen came up asking to connect as "PC" or "PC Camer", I selected PC. Windows 7 found the drivers. I then saftly removed the device, and it has come on fine ever since :)

Wont work on windows 7 why doesnt windows 7 support plug n play

This particular camera works well under everything from Windows 98 - Vista 32-bit. However, under Windows 7 64-bit, it fails to work due to there being no drivers for it. It is a very adequate camera, well-designed and could be used for many years to come if current/working drivers were available.

The Intel CS430 worked on XP, but wont work on Windows 7

The final version of Windows 7 has not been released yet, you most likely have the RC copy of Windows 7 (ie Release Candidate - final beta version just before official release) the RC is available to anyone to download and test.
The problem is that not all device drivers are avaiable and if you cannot get a Windows 7 version from the manufacturer's WEB site at this stage, you have to wait until it is available.

Cam doesnt work properley now

I suggest you uninstall the webcam and the IM. Restart the PC and install the webcam with the camera unplugged. Install the IM. Plug the camera and let Windows detect the camers and load its drivers, then configure the IM.
