Hi, it could be the cable too, but probably a camera driver on your laptop is not loaded or not loaded right way. It could be just part of the driver disabled to start e.g. by some PC optimizing SW. I would recommend to reinstall (uninstall and install again) Canon driver or install again with repair option selected.
If you need to get your photos quickly, try to connect the memory card from the camera directly to your PC (by a memory card reader). You should be able to open it by Canon utility ZoomBrowserEX.

win xp is so far out of date that canon has no drivers for that operating system
upgrade to vista , win 8 or best win 10 and the problem may be solved
This is a "known issue" that I have raised to Plantronics. Whether they do anything about it, remains to be seen. The workaround I have discovered seems to work with both of my P590 headphones that stopped charging:
1. Plug in the USB charging cable to a laptop or computer that is powered on. 2. Connect the USB charging cable to the headphones 3. Connect the 3.5mm headphone cord cable to the headphone output on the laptop of computer (this is the long cable with the normal 3.5mm stereo plug at each end) 4. Plug the other end of the 3.5mm cable into the P590 input.
i just bought the same camera and it wouldn't work with the cd either. i had to make sure that on the camera it was set to "pc" and that "mass storage" was selected before plugging the camera into my pc. hope this helps.
