Once you install your web camera you should not unplug it. Doing so can cause drivers to be corrupt and the camera will fail to function.
Re-install the CD software program as below.
Normal 0 Disconnect the Camera from the USB port and reinstall the CD or Downloaded software program. When the program asks you to connect the camera to the USB port, do so and it should work.
Then to use it on the Web, do this.
Web Camera’s have to be setup on the program they are to be used with. Just installing the camera on your computer does not set it up to broadcast on messengers or Skype.
Each program has Options that have to be setup in order for the Audio and Video to function properly.
A. Skype Setup:

Test your webcam here by clicking 'Allow' in the top window
Before you can use your webcam in any chat program you have to configure it to that program
On the Tools menu, click Options.
In the navigation pane of the Skype Options window, click Audio Settings.
Select your webcam as the default microphone. (If it has a built-in mic)
Set speaker default
In the navigation pane of the Skype Options window, click Video Settings.
Select your webcam as the default.
Trim quality and set mirror images in Settings
Test webcam by making a Skype test call.

I have seen some instances of Logitech having problems in the Logitech forum with newer versions of Skype and using 2.0 USB ports
