Just above the intergrated mouse area you will see a small button perhaps 1 cm long and not so easy to notice, press it and Hey Presto the mouse pad will work again, spent hours descovering this myself bloody badly designed machines these are. hope I have helped you.

Ensure the Synaptics Pointing Device driver is loaded.
If you are not sure go to Toshiba.com and downoad an updated driver.
That should fix it.
