The error message you are getting is a result of a trojan virus that embedds itself in WININET.DLL.
Two simplest solutions:
1. If there is nothing important on the laptop that isn't already backed up, use your Dell install disks to re-install the computer.
2. If you have important files on the drive which are NOT backed up. Take it to a pro, or buy a 2.5" Hard drive enclosure, put your drive in the caddy and connect it to another computer that has an up to date virus scanner. Scan the drive for viruses and allow the virus scanner to clean all virus' it finds.
When that's done copy the files you need to the other computer and then Restore the laptop as per step 1. When it's up and running again, install a good virus scanner, then copy the files back to it from the other PC.
First uninstall the MS Office 2007 on your system, then go to the target folder directory where you just installed the Office2007, its usually under PROGRAM FILES folder, and locate the right folder (usually named as "Microsoft Office") and DELETE manually this folder.
Second, restart your computer, then try to re-install the Office 2007 again.
You see in the tools tab if the folder options is still there.If it is there then use it to unhide the hidden files -operating system files too.
Once they get visible type in the address bar the path of the disk you want to open .After this look for the autorun.inf file in the disk and make sure you have no file .exe in it.If it is there just delete it.
And scan your pc fully .If no virus is detected change your antivirus to macafee or some good one.
The system restore is blocked by a virus which causes problems to computers and confuses the system restore utility... Even if you have a super anti-virus... sometimes a new virus is the culprit. Or sometimes when you mistakenly allowed or ignored the warning message of your anti-virus. Copy all your files to another harddrive or to another partition if you have. Or burn them to a CD/DVD Then reinstall your computer. Good luck.
