Question about Sony KV-32V65 TV
It seems main power supply section is not working, check IC600 MCZ3001DB and replace it to turn On main power supply section to provide 135V, 14V, 18V and 9V supplies to other circuits in tv.
IC600 is located on A board of tv.
Above info are for technically skilled person, please avoid tv repairing if you do not have prior experience of electronics stuff repair to remain safe.

There are most likely two sources of such problem. First is either the lamp is faulty or there is a bad capacitor on either the main panel or the power panel. Power is reaching the unit of the television but it is not utilizing it, that is why you have the power light blinking 9 times/cycle.
First press a channel button from the remote or the television to see if it is not just the standby light that is blinking. If it does not power on, then you need to disassemble the television and and check which is the faulty component out of a bad capacitor or a bad lamp.
To Fix this problem, you will have to unplug the television for a while, at least about 6 hours for the high voltage to dissipate as television stores voltage in it. Then you get a screwdriver, open the back compartment and assess the lamp, If the lamp seems bad(either has a blackish substance in it or broken), then you replace the lamp as it is the cause for the problem. If it looks okay, then you need to check the main panel and the power panel of the television to see if there is a bad capacitor on any of the two.
You will have to disconnect the main panel and power panel from the television, then you check if there is any capacitor that has shrinked, melted or burnt out, then you get a soldering iron, to melt it off from the back side of the panel, get a replacement capacitor, then you fix it in then solder it back on with some lead, then you cut out the extra tip from the capacitor, then you place the main panel and power panel back on then you reverse the process to couple the television back together.
If you are not familiar with such technical and electrical activities i will strongly advice you call a friend to assist you on this.
