That is called water hammer...
With certain types of valve/washer arrangements and the right pressures the faucets can chatter like crazy....
There are a couple of ways to fix that...
The simplest usually is to just cutback the shutoff valve(s) a bit on the hot and cold water till the chattering stops...just turn on the water and then turn the shutoff valve till it stops... you still will have plenty of water...
install a whole house pressure reducing valve to cutback the whole house pressure... if you are over 50 psi, that is a good idea as it will make everything last longer and the extra pressure is not needed...
Install water hammer arrestors that will absorb the check waves and stop the water hammer...
