My cadet heater was doing this so I pulled it off of the wall and saw that the two wires coming from the thermostat portion had melted out of their insulation and were crossed. The heat is of some concern, but for now I just wrapped them in electrical tape to insulate them better against melting

i am also an electrician. we have had the same problems on our properties.the motor goes out which in turn keeps the element on and gets hot and burns up, setting a small fire. more smoke than fire. cadet needs to put a safety cut out so that when you lose the fan it shuts the element off and the other way around as well.
these are dangerous and will be replacing 100's of them

Cadet wall heater

Since I don't know what model of heater you have there might be a reset button to reset or an over temp switch (button sensor with 2 wires going to it) that needs to be replaced. You might check the recall list to see if this one has been recalled and should not be used.

Cadet wall mount and thermostat

your wiring is all wrong. for a 240 heater a 20/20 tandem breaker will not work with a 240 heater. you need a 20 amp two pole breaker. the two wires at the heater need to be connected to the line. you probably have two black wires at the heater. one connects to the white romex which should be taped black, and the other romex black connects to the other black wire. at the panel one white goes to one side of the breaker and the black to the other. the bare ground goes to the neutral bar.
