I had this same problem today, and after tearing apart the door and digging with the multimeter, I found that the bulb was drawing to much current {probably due to age} and that pulling it made everything else start working. The high resistance was drawing too much current from the IC on the door panel board.
I'm going to get a new bulb tomorrow, but if you yank the bulb it'll probably work. {If you have the same problem}

Had the same problem, dispenser stuck on crushed ice, even when cubed ice is selected. There is a magnetic switch behind the panel where the motor for the ice dispenser is. It gets water in it and freezes so it is not free to go up and down. It is always down for crushed, but for cubed ice, the magnet pulls it up. when it's frozen with ice, all you'll get is crushed. You'll have to defrost it. You can defrost the whole freezer, but better to just remove the ice dispenser and defrost that. Three 1/4'' bolts hold secure it. You'll have to unplug the wires from the back of the freezer to remove the unit. The just let it defrost and dry. You can remove the switch from the panel and dry it out too. I've had to to this several times and am looking for a solution to keeping water out of the thing so it won't freeze again. Has anybody solved that?

You may not need to replace the solenoid. If you hear the hum, and not a loud click and don't see then rod move, it may be frozen with ice. Test it manually with your hand, it should be free to move up and down. If not, then it is frozen with ice. Remove the ice dispenser and let it thaw and dry out. You should then be able to move to rod and it will work fine, at least until it freezes again. Anyone know how to prevent it from freezing up? Its a continual problem for me

At the bottom of the freezer door ( remove the kick plate ) , there will be a water line . Follow this line , about 6 " to a connector . Push in on the white ring and pull out the line , at the same time . Activate the water dispensor pad and see if water flows from the line under the refrig . If it does , then the line in the door is frozen . Either raise the freezer temp for several days , so the line in the door will thaw , or , I have heard using an air tank will blow the ice out of the line in the door . If no water comes from the line under the refrig , while activating the pad , then replace the water valve , behind the refrig , the piece the wall water line connects to on the refrig . GE also has a dispensor heater , to help keep this from happening again , if , the water line is frozen . Pt # WR49X10173 .
