The function keys are software dependant. Try holding alt key down then hit F4. Most programs use F1 to call HELP file. In various programs read the associated help file and it would indicate if the Function keys are used.

I would have completely taken the laptop apart and washed and dried the keyboard separately and dismantles the keyboard itself to wash the insides of it where the rubber with the carbon paint touches the contacts. I would have avoided isopropyl alcohol. I don't know where to go from here.
Like when you are on a webpage, you can't scroll? You can do it by clicking on the down arrow,or clicking on the area of the scroll thing and hit the down arrow on your keyboard.... Pleas be more specific so I can narrow down the problem....
it sounds like you did the right thing, i would search google for "Dell D520 keyboard", you should find many places at different prices, if you havent bought from the site before, try reading some customer feedback, and also, the cheapest may not be the best, look for a good return policy and or warranty for the item. if this helps pleas give a fixya rating thanks
first you need to have your computer on. Go to start tab on the lower left...then click on my network places...then under network tasts on the left of the screen click view network connections, then right click on your wireless network point and you will see it and choose the option to delete it off the computer. that should solve your problem! You can lift the affected keys off the keyboard to get at the key contacts. Clean with solvent spray cleaner under the rubber contacts.
The keys can be replaced by positioning over the plactic hinges and pressed home until it clicks into place.
If this doesn't work you will need to replace the keyboard.

First I would ensure my video cable was firmly connected. Sometimes that connector does not seat all the way causing what you are seeing. That is the rectangular connector leading fro the cable on left side of the LCD to the motherboard. Normally there are several hardware components related to a white display. LCD, video cable, or motherboard all causes of white screen. Have you checked external video? What was the original issue before motherboard and keyboard replacement?
