I HAVE THE SAME THING ON MY THIS IS THE THIRD TIME THAT I FIXED LOOKS LIKE THE SCREEN ITS BURN.
BUT IT ISNT. I PRESS THE ON/OFF UNTIL THIS WORKS. I DID LIKE 3 TO 4 MIN.
IPREFER RESET THE CABLE BOX IN MY CASE. AND CLEAN THE BLCK BOX FOR THE DUST.

The t-con board controls the picture. To test it shine a flash light on the screen abd see if you can see an image when the TV is on. If you do then the T-con board is OK. Look at the back light ballast board (sometimes is part of the power supply board) If you see no movement or a dim picture with the flash light, then the T-con board is gone. Please describe the problem more accurately. Flashing red usually means 'stand-by' state, flashing blue/green - starting up. When (during that) do you have a sound? Are there any 'high voltage' sounds like soft screeching from the screen? Is it LCD or LED?
The flashing green light is likely indicative of a self-test failure, indicating the TV has detected some sort of internal fault. With no picture or sound, one strong suspect is the power supply. Flat-panel TV's have an internal DC power supply that converts the inbound AC current, and when these fail, or are unable to supply a minimum level of power to the set, it can behave as you describe, providing only enough power for the green light to illuminate.
Try the old flashlight test, turn off the lights in the room. Turn on the set and flash a bright flashlight on the screen. Do you see the image or is the screen totally black?? If you see the image, then most likely you have a backlight problem. Verify that you have 24V on the power supply for the inverter
The following steps should be able to correct the problem: 1) Unplug the TV or remove AC power from the TV 2) Count to ten and then plug in the TV 3) Locate the [Menu], [VOL-] and [Power] button on the TV’s side panel 4) Using the buttons on the TV’s Side Panel, press and hold both the [Menu] and [VOL-] buttons. 5) While holding those buttons, press and release the [Power] button one time and count to 3 before releasing the [Menu] and [VOL-] buttons. 6) The TV’s lower left Blue Power LED will come ON. 7) Wait 30 seconds. Confirm that the blue LED on the Lower Left of the TV (not the iPod dock for iPod models) has remained ON during this time. 8) Press the [Mute] button on the TV remote twice 9) Unplug the TV or remove AC power 10) Count to ten and plug the TV in 11) The TV power should automatically come ON and the blue power LED with be ON 12) Wait 40 seconds and the TV picture should appear 13) You can now continue using your TV. 14) If the picture does not appear, power on the TV manually: · If the LED begins flashing, unplug and power ON a second time. · If the LED begins flashing again, power ON the TV without unplugging If the LED begins flashing again, contact us directly by phone to obtain a local authorized service center for you. I JUST GOT HOME AN TRIED TO TURN MY JVC PLASMA TV ON. THE TV WILL NOT TURN ON. EVERYTHING ELSE HAS POWER TO INCLUDE THE TV BUT THERE IS NO PICTURE OR SOUND. BLANK SCREEN. THE BLUE POWER LIGHT IS FLASHING ON AND OFF. THE MODEL NUMBER LT-42P789
1. Hold [menu] and [vol-] button on the side of the TV
2. while holding these, press the [power] button on the side of TV (NOT remote)
3. blue light comes ON and stays ON
4. wait 10 seconds then let go of [menu] and [vol-]
5. wait another 30 seconds and some type of picture should appear
I think this is right. I got it from the JVC call centers guys so sorry if I missed or messed up a step.
