Hi,
a 6ya expert can help you resolve that issue over the phone in a minute or two.
Best thing about this new service is that you are never placed on hold and get to talk to real repairmen in the US.
the service is completely free and covers almost anything you can think of.(from cars to computers, handyman, and even drones)
click here to download the app (for users in the US for now) and get all the help you need.
Goodluck!

I see person I call but they cannpt see me, only still picture can be seen. I printed the users guide and tried every thing..I am on Skype.

Try making sure you both have the same version of Skype. Sometimes an older version of Skype can also help.
Another thing to check is the DirectX version on both ends, as it is used for video rendering.
Some more ideas on how to fix webcam problems can maybe help as well.

The only thing that i suggest is to uninstall the drivers of your webcam and reboot the laptop.
Install the latest drivers' of your laptop according to the operating system in your laptop and again reboot the laptop.

Skype does not recognize my built in webcam

You need to check the Video Settings in Skype.
Start Skype - click on Options - Video Settings, select the WEBcam that is is installed on the laptop (if it is not listed then the WEBcam driver is not installed) and under Automatically Receive Video from - select Anyone or Only people in my contact list.
