Question about Televison & Video
This is caused by a bad signal coming from the the buttons board to the processor on the mainboard. This in turn can be caused by either :
1 - a bad connection to the data cable that joins them - you will have to open the tv and reseat the cables, plug the firmly, or
2 - the power source delivers a lower than needed voltage to the controller of the tv - you will need to test it: take off the back cover , take it out (the power cable plugs into it) and replace the capacitors as explained here
If the problem returns after that you will have to inspect also the mainboard, on which the processor is situated.

It is possible that your set might have been hit by a small power surge, and there is some garbage in the processor and if you leave it unplugged for 40MIN, it will reset back to normal. You were doing the right thing by unplugging the TV, but maybe not long enough for the caps to dissipate, to a low enough voltage so the micro processor will then reset. Also if the TV is more than a couple of years old then the electrolytic caps need change on the power supply board, that can cause the same problem.
