After some additional experimenting, contrary to information I was previously able to gather, I discovered that the white plastic retainer doesn't (in this type of Moen faucet) actually screw off but rather is held in place by a spring clip inserted from the rear of the retainer (toward the wall side of the basing). Simply sticking a small screwdriver in the opening (approx. 45 degrees downward) and tipping the screwdriver toward the front of the faucet, snaps the spring clip out through the opening.
The plastic retainer than lifts off. Note: the flat sides on the retainer suggest that a wrench will be needed but such is not the case.

Yes you remove the clip by pulling up on it. make sure water is off. then you can replace the cartridge by puling it out. make sure that you put new cartridge back in the same way you took it out there will be a H and a C on the cartridge.

Note: You can get a cartridge for FREE from the hardware store if you have the old cartridge to trade them. The problem is that Moen cartridges are water-sealed into place and you need a special tool to break that water seal. The special tool (just a tiny piece of specifically shaped plastic, really) comes, you guessed it - with the new cartridge.
Two possible solutions: a) bite the bullet and just buy the cartridge (~$25) or buy a Moen cartridge puller, usually available from the hardware store as well for about the same price. Ask, they might even lend you one.
The point of whichever tool you end up with is to rotate the cartridge itself inside the faucet body to break the water seal so that you can pull it out with a set of pliers. There will be a retaining clip to pull out as well. Once the water seal is broken and the retaining clip is slid out, the cartridge will pull straight out.
