Question about Dell OptiPlex 170L PC Desktop
Need a bit more info to understand what your problem is. Sounds to me like you don't have windows installed and the hard drive was formatted before you got the PC but not a lot to go on from your description. What has your laptop connection got to do with starting or doing a recovery on your desktop PC. Better post again with some more details
