Question about Apple iPhone Smartphone
If you've wiped the phone and restored it as new it could be down to a hardware issue within the phone, if you've had the phone less than a year then you should still be within your hardware warranty, id give apple a ring they'll replace / repair phone for you if your still in hardware

If the issue persists after a restart, there may be an issue with motherboard or camera. Apple will help you with this because it is so new. However if you dropped it in water (etc.) and if apple doesn't replace it for you, You can get the digitizer at iPhone Repair and there is a guide that shows you how to put in the part at iPhone 4 Repair Guide.
