The first thing to check is the fuel bowl.
Shut off gas, remove the fuel bowl, clean it out, ensure that the float goes up and down smoothly, turn gas on and ensure that lifting the float stops the gas.
Reassemble and try again.

Dies at top speed

This is most likely a fuel delivery problem. See if it's a little better if you run it on half choke. If so, there's likely a blockage in your carb. If it doesn't run any better, the bowl may be running dry due to a clogged filter. (Yes, there's a strainer type filter on the petcock in the fuel tank.) Can you slowly give it throttle and get full speed out of it?

250 cc giovanni dirt bike is smoking bad and looks like oil is coming from around the exhaust and oil is spitting out of the muffler

Has the bike been laid over? Could be possible that your air filter is soaked with oil and is burning off( smoke) or being forced out of the muffler.
