It may not be worth repairing unless you do DIY repair.
More likely to have bad caps.
If you are going to DIY and already try the monitor with another PC, and have proper tools and know safety precaution then please read on:
Most common failures in the LCD monitors are bad capacitors (bulging top/seal or leaking) in the power supply (they should be replaced in a set), blown fuses; poor solder joints, failed inverter circuits (blown fuse, shorted transistors, shorted/open transformers), bad lamps (poor solder connections or worn out lamps). You will need to open it up and inspect the inside, see example of failed HP monitors to get some ideas what to look for:
Post back what you see inside so we can guide you further and it will help out other people in the future also.

Or just make sure to use caps with low ESR, 105c, high ripple current, long life rating such as PANASONIC FM or FC series.

How do you open a HP vs17 monitor?

Pop the stand trim cover off. Three screws to take the stand off, and possibly 4 screws in the VESA mount area depending on if you have an aftermarket stand. Just pry the gray cover off after that, it just pops off. Be careful because the plastic is soft and you can nick it. Start at a corner first and it is easier. After that you have the cover off, and need to take the power switch board out of the case. Unplug all three connectors and lift the lcd out of the gray cover. Four screws around the LCD and two on the back will let the metal shield come off. Unplug the LCD ribbon cable and CCFL tube wires and it will lift off of the LCD. After that there are about 8 screws that hold the main PCB in the metal cage. If you dont understand the risks of working on electronics it is best to leave this to a pro.

LCD Monitor will power in and when connects to modem the power button is green then turns orange, what is the problem?

When the monitor button turns to yellow that means the monitor is on standby mode. Try rebooting the the computer after you have connected it to your modem. If the light goes to yellow again check that the computer is on and that all the cables are connected properly. HP Computer monitors are a little confusing, Sometimes depressing the power button again while it is yellow will turn it on and should so green.

My hp monitor keeps going dark every time i turn off the monitor and the whole computer, but i can still see the background of my monitor but it keeps going dark

qalmar1217, Power supply may be bad and need some work done on it! First, go visit this site and do some reading. I suspect your monitor no different than what you will be reading about. Your symptom(problem) not new. In fact it happens to be an epidemic disease among CCFL back-lit lcd monitors of all brands. Do some research in my fixya profile and you will see what I mean. Good luck with the repair. Come back here if this was of some help to you and rate this response. 12fixlouie

Screen does not go on.

You may have backlight inverter circuits failure or power supply failure, look inside for bad capacitors in the power supply first since it is easy to do, post back what you see inside so we can guide you further, see example of failed monitors due to bad caps, inverter, or lamps:

The image is blinking.I can only see what's on the screen for a fraction of a second and then it blinks. The image is also very dull

Looks like a bad CCFL lamp, not a user replaceable part. You could have it checked by a local repair shop. If it's the lamp, the while LCD panel needs to be replaced.

Time for a new monitor?

Monitor power light is blinking. The screen is blank.

Hopefully it will go away if you can re-install your video driver. I guess it depends on how fast it blinks. These monitors are not easy to fix. Try and connect to different computer. Let's hope you can reinstall the driver and not have to service monitor.

Monitor is black, the blue lcd at the switch does not lite when switch is turned on. The internal fuse is ok. I tried to find a schmatic on I could check the power supply, no luck.

I have the same problem. Took it apart for troubleshooting. Found that if I disconnect the ribbon cable between the display driver circuit board and the LCD panel, I can turn on power and it will stay on. I can turn it on and off with the power switch. With the LCD panel cable connected, Power turns on (power light blinks) then apparently a fault with the LCD panel causes the power supply to shutdown. At this point the power switch does nothing. Now the big question is "Can you purchase a LCD panel?" If so, it probably costs more than a new monitor. Hope this was helpful.
