Switch is at the top of the brake pedal. Remove the panel under the dash for access.

(mine is 2000 model, 2500 mid trim level, long bed)My tailgate's handle lost an interior piece that connected it to the rod on the left side (one on each side) and made the gate stick.  Until I replaced the handle I had to reach my fingers into the area past the handle and pull that rod to get it open each time.  The handle still operated the right side, so I'm not sure what to do if both sides are in trouble.
You have to remove the cover from the handle to access the inside.
