I assume that the bulb was correctly installed, no dust was allowed in the optical engine and the lamp power setting has ben set to maximum - in Menu > Preference > Lamp Power set to Brighter Image.
The color wheel has nothing to do with that - unless of course the plastic coloured filters have been so burned by the heat of the bulb that they no longer allow the light to pass thru them. But i think you would have smelled that.
No, this is a ballast problem - it no longer generates the correct voltage so the tube is below its normal functioning point so it delivers a lot less light. You will have to replace it.

Yes, this is it, but it should be accessible from the front, behind a cover flap.

The picture is not bright in a light-filled room. Will a change of DLP lamp help? Are there different lamps that will improve picture quality?

Yes.Depend how old is ur DLP tv,the Projection Lamp only a light source, mostly depended on the Light projection Engine itself.Get the original RCA DLP lamp or same lamp model now inside the tv,will help and work best for ur tv.Just don't get generic DLP tvs lamp,it cheaper poorer quality.

Replace lamp on 50' rca dlp and still no working.

Before replacing the Ballast I would look at the power-supply and see if you notice any of the electrolytic capacitors tops being bubbled. It is not uncommon for the capacitors to go bad as the lamp draws more current as it ages and fails. If you do see capacity's bubbled, Replace them or have them replaced and the set will probably work fine afterwards.
Hope this helps,

RCA HD61LPW42 - no picture

I haven't worked on an RCA DLP but have on Samsung DLP, based on your description it sounds like the color wheel is bad. Take the back off and turn on TV make sure its not a fan making the noise ,but most likely its the "wheel" it is inside the light engine probably right next to where the lamp is plugged in. If the whine comes from this area definitely the wheel.

Turning on but no picture at all

I would check to see if the lamp is actually comming on before anything else. The color wheel won't cause a loss of picture. Here is a link to purchase a suitable replacement lamp for the TV. It is 300 dollars less than the RCA version. http://www.partstore.com/Part/Thomson/RCA/HD61LPW42/Lighting+Technologies+International/LTI/260962RL/New.aspx

Intermittent picture

Most likely your lamp needs to be replaced as that will cause the intr. picture issue. The color wheel will also have to be replaced. The color wheel is only available with the light engine which is part# 263223 and the lamp part #260962
