you laptop is having a OS problem. The windows start-up file maybe be corrupt and maybe that's why its not booting.
Try to run the system on safe mode by turning on the system then keep pressing F8 constantly till windows booting option show. Select safe mode and press enter.
But if the safe mode option refuses to show up, it means you will have to repair windows with OS vista CD. Insert it into the player and run allow the CD set up.
You will see an option to repair windows after the first setup.
Note that installing windows afresh will wipe of all data on your system but repairing won't wipe of your files. So there is nothing to worry about while repairing windows.
