There could be so many different causes to this problem... First of all, make sure the power supply is correctly connected to the motherboard. Next try reseating the memory, CPU, and peripherals. Depending on what you mean by "Power on", check BIOS settings or return them to the default configuration. If all else fails, try removing the CMOS battery for a minute and return it and try again.
