Question about Sylvania G-Netbook
This may be worth a try: On the bottom there is a little "reset" hole - may need to use something like a straightened paper clip.
Other than that, I know someone else had to turn theirs off, remove any USB, SD (etc.) stuff that may be plugged in to it & carefully remove the battery (usually not recommended). Wait a couple of minutes, corrrectly reinstall the battery and then try turn it back on.

Tips for a great answer:
Start, click Run, and type regedit to open the Windows registry editor.
In the registry, open the below folders.
Within the keyboard folder, you should have a string value named "InitialKeyboardIndicators" with a value of 0, 1, or 2. Below is the explanation of each of these values.
0 = Num Lock is turned OFF after the logon.
1 = Disable Num Lock.
2 = Numlock is turned ON after the logon.
