Can you boot to Safe Mode. If you can, there is probably an issue with the graphics chip driver. If not, this could be a corrupted system file. Also try to boot to an extarnal monitor, eliminate the possibility of it being a screen issue

What you describe does not sound like hardware problems. At least not the major problem. You mention that you changed windows? Did you also download and install the correct hardware drivers for graphics, sound and network when you did this? And, did you totally "flatten" the hard drive before you installed it (ie: formatted the drive).
I suspect your problems may be due to conflicts with drivers, however, if you have done the above, it would then, to me sound like a failing hard drive.

My advice, download a copy of the free version of HDD Tune from the internet, get the laptop running and see if you have any bad *red flaged)" sectors, or any yellow flagged Re-allocated sectors (these are the bits of the hard drive that are "reserved" and only used when the hard drive sectors begin to fail. Once used up, the hard drive will show the issues you describe and you will need to get a new hard drive.
Simplest way of course, is to install a known good hard drive and see if that works.

yes i downloaded all the drivers from the CD that came with my laptop .. and about formatting the drive first time i didn't format it but when the windows finished installing whenever i try to open or install any program it says that C:\ can not be accessed so I installed the windows again and formatted the disk
Thank you for the advice and I will sure try what you suggested

Dell Inspiron 1545 Booting Problem [Black Screen].

Insert the original Windows CD-ROM into the DVD-drive, and see if the computer will "boot" from that disk. If so, then it could be your 'C:' drive which is having the problem, and thus not "booting" your computer from it.
