Connect your ipod to your pc using itunes.....which we can download from www.apple.com...

This looks like recovery mode.This usually happens to iPods on the first time they are set up or when something went bad. Connect the iPod/iPhone to your computer and run iTunes. iTunes should recognize the iPod is in recovery mode. Follow the steps iTunes gives you to restore your iPod back to working condition.
