It would be best, to simply buy a new remote control. I own a One-for-All universal remote control (model URC-4220), and it works with all brands of TVs, including Insignia TVs. I bought it at Walmart, and it cost less than $10.

I had same issue and it turned out that the actual channel down button on the side of the TV itself was stuck. Popped it out with a knife (IKR) and that fixed the issue. Works fine now

in most cases when some remote buttons no longer work it is due to some fluid being spilled on to it or it has simply blown a curcuit that completes the current if its a fluid spill the remote needs to be pulled appart and both the rubber controls pad washed as well as the curcuit bord replace the baterys put the unit back together and it should work fine
Must have a bad remote control then . Did something spill onto the remote near the power on button? Short of getting a new remote you could try poping thr remote control apart and cleaning it out with a mild detergent. Larry's Electronics

Does this model have the control buttons on top of the set? If so most of the time re-routing the cables inside the TV that go to that board solve the problem as high voltage static from the CRT cause issues with the micro. Or you might have one or more switches stuck or something spilled on them.
