Need to rewire a sump pump

If sump pump is under water, I would buy new one.
There is no certain method to ensure that wiring is sealed, and that electricity will not flow live.

The vertical float switch won't trigger when the water levels exceed extreme water levels

Sounds like the switch is faulty. You have to get the model of the pump and get a switch at a electrical repair center.

Pump does not turn on

Make sure there is power to the pump by checking the outlet the pump is plugged into. If power exists then manually lift up on float to activate switch (this sometimes sticks) if pump does not turn on then problem is the motor and needs to be replaced if pump turns on make sure nothing is prohibiting the float from moving up and down fully. I hope this has been helpful to you if it has please rate on how helplful it was. Good Luck and have a great weekend.

How do you overhaul a submersible sump pump when it runs too often and takes a long time to shut off?

in most cases that is the switch that is attached to the pump you can buy a new one at home depo about 35.00 dollars that will make the sump go on and off properly

I have a 3-year old SP-500 that failed and my basement flooded. (Lots of damage). The float switch appears to have failed. Is this a manufacture warranty item?

Not after three years. Some pumps are warranted that long but floats are pretty easily damaged, jammed, or put into compromising positions so that they fail to activate the pump when they should. Rigid, on the other hand are very strong in their warranties. Some tools have a lifetime warranty. It is worth a check, but even if they replace the pump don't expect compensation for the dammages you suffered from the flooding.

Sp-500 I noticed the pump was running for 2 seconds and plenty of gurgling after. I then played with the float and it started to run a full cycle with no more gurgling. What causes that?

The "gurgling" is the sound that the water makes as it flows back down the hose and out of the pick-up point. You say that after playing with the float the pump started to operate properly, which would indicate that the float was either stuck, or not working like it should.
