if it doesn't boot at all .( this is the reason that you see that message on the screen it means that no video signal came out from the computer ) ..try to change the cable that leads from the pc to the monitor first ...and if the problem its still on ...it have to be something related with the Ram memory or the CPU ....cause these 2 are the only things that can make a system to do not boot at all ...if any other device will not work ..the pc will still boot to bios ..or will still show the devices it finds on start ...even if is not able to succeed with the operating system boot... so ...either it boots and you can not see anything cause the cable its damaged...( very possible cause this is the case it shows that message ...when the cable its shorted ..or unplugged ) or it doesn't starts at all cause of the memory or CPU ...
