Turn the power off for 1 minute, possibly resetting the board.

You may already have the info you need. Look on the reverse side of the access panel on the unit. Typically they have a diagnostic schematic next to or combined with the wiring diagram. York is owned by Johnson Controls and you can contact then at 877-874-7378 if you don't find the diagnostic codes I refer to.

Your hot surface igniter may be bad. It may be cracked which would prevent it from starting the burner flame.

I have an old York outside compressor/coil/fan unit, CDHF36-6A, that I need to replace as it is no longer repairable. What is the capacity of this unit and what Carrier unit would be a good replacement?

Pressure switch open. Remove the small hose at the blower assy and gently **** on it. You should hear the switch on the other end of that hose change states. If not then it's the hose (cheap) or the switch (100 bucks but tough to find 2 years ago) or the wiring to/from or the control module. If it does do you have a bunch of white **** (the gasket) coming out of the black blower mount? I had to remove broken gasket and Permatex the seal to create the proper pressure; that's probably your problem as well.

Make sure a back draft in the flue is not happening. Wind can blow it out until the flue heats up. The flame sensor may not be close enough to the burner flame. It may be weak and need to be replaced or if its an optical one it may be dirty and not see the flame very well. Its not wasting much gas but it puts extra wear and tear on the gas controls, is noisy, and, as you said, blows cold drafty air. A gas control system that has issues of any kind is not real safe. It needs to get fixed.
