Blue screen when I push PLAY, audio distorted.

I get a blue screen when I press PLAY, and the audio is distorted.
I had this problem last night but the audio was more clear, so whatever this problem is, it's getting worse.
I put a Head Cleaning Tape in last night, and that solved the issue for a little bit..... but today I'm back to the same problem. The Head Cleaning Tape isn't fixing it this time.
Is it possible that the Head Cleaning Tape needs to be replaced?
