Question about Televison & Video
If the TV stays in stand-by, with the LED light on and flashing, but does not respond to remote, or to the buttons on the chassis, then the TV is in protect (safe) mode because an internal fault had been detected. In this case the fault is not necessary the PSU. Parts must be tested to find out. The clicking sound is the protection circuit that keeps turning off the PSU to prevent further damage.
If the problem is the PSU, often it is possible to see at a glance that one of the big electrolytic capacitors in PSU board has blown.

This will not help in case there is effectively an internal fault, but can reset the fault mode if the error was prompted because of a temporary problem.
If that does not work, contact the manufacturer at the number listed on the owners manual to get the TV repaired by a licensed technician.
Note if the TV is blinking a number of times, then there is an error code. In that case report the error code and I will tell you more on the problem. I answer within 4 hours.
