Try to remove the hard drive from the laptop, and restart the computer, if successful the hp logo should appear and next no operational system found. However before you take the hard drive out, remove the main battery and power up the laptop to see if this will cure the problem, I have found some unusual problems when it comes to batteries. If none of the solutions work the information from the hard drive in most cases can be extracted with proper software, but I would recommend a computer tech for the job if it comes down to it.
