It could be either or both. First, use a multimeter to check the power output from your adapter to see if it is within specification (your particular computer requires 19 VDC). If the voltage is low, you need a new adapter at least. The battery charge icon not staying lit can be because of a bad adapter, but also can be because of a damaged connection in the plug where the adapter jack plugs in. If you wiggle the plug, does the icon go on and off?
If you remove the battery from the computer and leave the adapter plugged in, does it make a difference?
Only more rarely is it the battery itself. Try the above first.
