If the clock runs, the only thing left is the switches - and trippers.

If you can power up the pump by manually moving the switch from OFF to ON, that means the switches are good. The trippers are likely going to be the problem.

This timer needs white (or bright metal) "ON" trippers and black "OFF" trippers to turn the pump on and off at the times you select. The picture below shows a white ON tripper at 3PM (between 2 and 4) and a black OFF tripper at 11PM (between 10 and 12). This timer turns the load on at 3PM for eight hours and shuts it off at 11PM. You must have BOTH color trippers to turn ON and OFF. The trippers should be seated fully against the edge of the timer disc, and the screw tightened fully by hand.

Pool pump clock

T104M used WG1573 clock motor:
The timer mechanism has metal gears, while the clock motor has plastic gears. If the metal gears get dirty and bind, it will strip the plastic gears.
Turn off power, pull timer out of box, Clean out timer with compressed air, and spray WD40, add a bit of white grease to lever where trippers make contact, then replace clock motor ... and buy another set of trippers to have on-hand since they are designed to wear down so timer will last longer.
If timer body is broken so dial does not rotate, then buy new T104 and snap new mechanism into old box. Buying whole T104 with enclosure is cheaper than buying T104M mechanism only.

I have a T10404R dual intermatic timer clock and I can only turn my pool pump on manually. The clock is working and it will turn off, but I can't get the ON pin to work despite replacing it with a new...

1) Troubleshoot walk-thru indicates that tripper is wrong, or timer mechanism is worn out:
Check that tripper is labeled ON, and compares similarly with old tripper, and is not worn down. Trippers are made of softer metal and designed to wear out before the timer mechanism wears out.

2) Buy new timer mechanism: If the new ON tripper does not push the on-off lever, then timer mechanism is probably worn out.
Buy new T104M mechanism, and change out with existing mechanism using thumb spring located top inside box.

3) How it works: The trippers rotate around on clock dial. Trippers come into contact with on-off lever, and trippers push lever.
On tripper pushes lever one direction. Off tripper pushes same lever other direction.
Each time the lever moves back and forth, the manual override also clicks with audible sound.
The lever moves a slide bar located on back of timer mechanism, and that action opens and closes electrical circuit.

4) Since any timer mechanism can fit into the T10404R control panel, you can also buy and install T104M210 timer mechanism with fireman's switch that turns off heater 20 minutes before turning off pool pump.
For 2-speed pool pump, the digital P1353 can also be installed, and this timer would replace both timing mechanisms in the T10404R. Non-electronic timers are more reliable.

Can you send a scematic showing how to wire an intermatic pool pump timer to a polaris intermatic timer so that when the pool pump shuts off so will the polaris pump yet the polaris timer clock continues...

No. I don't have a wiring schematic without knowing what voltage you are using, specifically what Intermatic timer you have, specifically what wires you have coming from breaker box, what wires are on the pump, and what pump rating plate says, what the wiring diagram shows on side of pump, whether you are wiring a 2-speed pump to a single-speed timer, specifically what is the polaris timer clock, and why this pump needs two timers if that's what you mean.
Add a comment with specific information so electrician is not guessing.

Pool pump starts randomly (as if there is a short) even when it is not set to start and stop. Otherwise works fine, not sure if I need to replace unit or dissassemble and clean or ????? T21004R

Sounds like 240Volt WG1573 clock motor has gone bad and needs replacement. But more checking is needed.

You posted under T2100-4R which is 60 amp Intermatic control panel with a single T104M 240Volt timer mechanism.
All Intermatic timer mechanisms can fit into same control center, so you can possibly have different timer mechanism inserted into the T2100-4R control center.
The control center can have up to 4 circuit breakers.
Instruction manual shows that timer can also have fireman's switch that is wired to pool heater and causes pool heater to turn off 20 minutes before pool pump turns off.

(1) First thing: If you have T104 mechanism, do a troubleshoot run-down to see if trippers, clock motor, or wiring are suspect:

(2) Next would be to check the circuit breakers for loose wires, burned connections, or the smell of burning or crackling sound that says breaker is loose on the busbar.

(3) Check for loose wiring on T104 and test circuit:
(a) Push the manual override lever to OFF position and test across terminals 1 and 2 and then across terminals 3 and 4 to make sure timer is turning off power to pump. Both tests should show 0 volts.
(b) Push manual override lever to to ON position and repeat test above. Both tests should show 240 volts.
If the test fails, then buy new T104M timer mechanism.

(4) If the T104 timer is turning off both lines in the 240Volt circuit, then pump cannot turn on since neither wire is Hot.
However if your T104 timer is actually a T101 timer or if timer has different wiring, where timer is turning off only 1 leg and not both legs of 240Volt circuit, then pump has one hot wire available and a short to ground could cause pump to turn on unexpectedly.

Mechanical Pool Pump timer. The clock is not working. I can turn my pump on manually but when I set the time the clock remains at the same time and does not move.

The timer wiring provides power for the clock itself. If it is incorrectly wired or if the clock is not working, the pump will not turn on.

My pumps won't go off when the timer says it should. It just keeps running. I have to throw the breaker to turn off the pumps.

Does the manual override turn Load ON-OFF? If manual override is broken or doesn't operate, it may be time to buy new timer mechanism and snap into existing box.
Do timer dials rotate as time passes? Do dials keep proper time? If not, you need new clock motor. Grainger sells clock motors and trippers:
Are the tripper pins still attached to the dial? If tripper pins are worn down, they need replacement.

Pump will run on manual setting but not automatic pins were put on

If I understand correctly, this is a timer that has been in place for a while and is not a new installation?

If timer has operated in the past, then the wiring can be eliminated as a suspect

You say the manual override works correctly. That eliminates the question if timer has power.

We have 2 suspects remaining:
1) The general condition of the timer, whether the gears are rusty and dirty.
Is the manual override snap over fully. Is manual override sluggish or crisp. The tripper pins have to move the same lever as the manual override, so if override is bad, the timer is bad.
Turn off power
Release mechanism using spring located top of box
Tip out timer mechanism and look at gears for rust and dirt
Does it look like the timer is too rusty for the trippers to click the on-off lever?
Look at the back of timer for same problems.
Spray a little WD-40
You can buy a new timer of same type and swap insides without replacing whole box

2) Clock motor
Is the clock wheel turning as time passes? The clock wheel or dial must rotate for timer to work.
You can replace the clock motor
Take mechanism out as described above, clock motor is located on back and has identifying markings
Order a new clock motor of same type:
