If your computer doesn't start in Safe mode with networking. Turn on your computer again and Start hitting F8 key, in Windows Advanced Boot Options Select Safe Mode with Command Prompt.

A Black Screen will appear. you will see C:\>_

There you need to type a command to restore your computer.

I would try to start it up in safe mode. This can tell you whether it's a display (physical) issue, or a driver (software) issue. You can do this by hitting the F8 button as soon as you start the computer and it brings up a prompt. At the Advanced system prompt, choose "Safe Mode with Networking" and see if it works then. If it does, I would suggest you undo an changes in the drivers that you made before.

You have PC problem nto monitor problem since you can see the mouse.
Try booting in safe mode (hit F8) while booting up then go to system restore and set it back to the date you remember before the problem started.
Did you installed any new software or updates before this problem started?
