Could be video card, cable or malfunction in the monitor, try another monitor to eliminate at least the possibility of it being a graphics card issue, thereafter, check connections from the computer to the monitor, if that fails, I'd suggest taking to a TV repairman

Unplug the harddrive and see if you can boot up into BIOS. A bios virus is almost unheard-of.
If it will boot then re-connect the harddrive and see if you can get it to boot into safemode. Press F8 during bootup to enter safemode. Run virus scan from there.
If it will not boot at all with the harddrive connected then suggest you slave the drive in another working system and see if it causes a problem there. If so the problem is hardware related. If the other machine will boot with this drive as slave then you may be able to run a virus scan on it from the host machine but perhaps you should consider retrieving anything important and format the drive. Put it back where it came from and reinstal windows.
