Sounds like someone has had your washer fluid reservior out and placed the wrong line on the wrong pump. You should have 2 seperate pumps. Pull the reservior up and swap the lines from one to the other, then you should be good.
Push the windshield wiper lever forward to spray washer fluid on the rear window. The lever returns to its starting position when released.
The windshield washer reservoir is used for the windshield and the rear window. Check the fluid level in the reservoir if either washer is not working.
Rear Wiper/Washer System Components
The rear wiper/washer system consists of the following components:
• Rear wiper/washer switch
• Window wiper module-rear
• Window washer pump-rear
• RR WIPER 15A fuse
• RR WPRB 25A fuse
Rear Wiper/Washer System Operation
The rear wiper module controls rear wiper motor operation. Battery voltage supplied to the module is used to operate the wiper motor in all modes and to return the rear wiper arm to the park position after the ignition is turned off. Accessory voltage supplied to the rear wiper/washer switch is used to supply the rear window wiper and washer switch signal circuits. In wiper switch positions 1 and 2 the wiper switch signal circuit voltage level to the wiper motor module determines the wiper motor delay interval. The rear window washer pump supply voltage circuit is used to provide the operating voltage for the rear washer pump for as long as the rear washer switch is pressed. The rear window washer switch signal circuit is used as a wash signal to the rear wiper motor module to operate the wipers during the rear wash operation.
1. the washer fluid jets are plugged possibly and will not allow fluid to discharge. Take a small wire or needle and stick into the jet end where the fluid comes out and it should spray after that if that is the issue. 2. the lines coming from the washer pump could be broken or cut open. Remove the line at the back of the spray jet either at the hood or at the wiper arm, then attempt to spray the wiper fluid. If it does not spray then there is an open/broken line coming from the washer pump or the pump may have a problem. If fluid is coming out of the line, the jet again is plugged up. Also check to see that fluid is going into the washer pump (locating the pump and getting to it is sometimes not so easy depending on where the mfg put the pump).
I have the same problem with my 2000 chevy blazer as skornec had posted. I kinda already figured the hose or spray nozzle was plugged. But the problem with checking those items is that I don't know where the hose is located to the back wiper. And the only thing that could be I see that could be the spray nozzle doesn't even have holes that washer fluid could spray from. So basically I just would LOVE if someone could please inform this lame brain of where to find the spray nozzle on the rear window and where in the interior of my blazer does the washer hose run.

If you're having difficulty identifying fuses then I would suggest taking the car to a repairs garage or your nearest mamufacturers dealership. However the most likely cause of the fault; given the symptoms you have explained; is that the washer motor has burnt out. These are awkward to access but cheap to buy and easy to replace.
